At what stage of construction is an elevation certificate required to be submitted?

TRUE OR FALSE? Since I paid off my mortgage, I don’t need to carry flood insurance or comply with floodplain management regulations.
TRUE or FALSE? I do not need a building permit to install PV systems to an existing structure located in a SFHA because it will be installed on my roof?
How would a person go about getting a copy of an as-built elevation certificate for a property?
