Fill is allowed to be placed in a SFHA and a structure can be built on top of the filled grade.

City & County
of Honolulu

Depends on the SFHA:

  • In Coastal VE it’s not permitted.
  • In the Floodway, a No-rise certification and Floodway permit is required.
  • In the Flood Fringe is permitted.

Maui County

Fill for structural support not allowed in V Zones. Allowed for Zone AE with a floodway. Fill in floodway requires no-rise certification. Fill in A zones without a floodway or not from coastal runup requires compensatory storage. Grading permit requirements would depend on the size of fill.


Kauaʻi County

In VE Zones fill is prohibited. In the Floodway (Zone AEF), a No-rise certification is required. 3) In Zone AE (Flood Fringe) fill is permitted. Other grading permit requirements apply from our Ordinance No. 808 (separate from Flood Ordinance).


Hawai'i County

Depends on the SFHA.

  • In V zones, fill shall not be used for structural support of buildings.
  • In A zones, fill is permitted with an approved no-rise certification.
  • Grading permit requirements would depend on the volume of fill. Note that grading under the building footprint is exempt from the fill volume calculations provide there is a valid building permit.
