At what stage of construction is an elevation certificate required to be submitted?
and
What professional disciplines are allowed to certify as-built elevations on FEMA’s Elevation Certificate (EC) form?

City & County
of Honolulu

The FEMA EC is required: 1) After placement of finish floor and prior to start of vertical construction; and 2) After completion of construction.

Land surveyor, engineer and architect are allowed to certify as-built elevations.


Maui County

A finished construction EC required upon completion of construction.

Licensed land surveyor or engineer are allowed to certify as-built elevations.


Kauaʻi County

Within the SFHA, for new structures, substantial improvements, or substantial damage, Elevation Certificates are required after the foundation is built and the elevation of the lowest floor is determined. The E.C. is to be submitted and marked “building under construction”. Once construction is complete, a complete and correct E.C. is required for “finished-construction” prior to issuance of a Certificate of Occupancy from the Building Division.

Licensed Land surveyor, licensed engineer, or licensed architect are allowed to certify as-built elevations.


Hawai'i County
