I’ve submitted my Conditional Letter of Map Revision (CLOMR) application to FEMA and paid all the required fees. Therefore, I can begin work.

City & County
of Honolulu

Yes, if the project will cause an increase in the Floodway BFE or requires fill to be safe from flooding, a CLOMR is required. A development permit will not be issued when a CLOMR is pending.


Maui County

Yes, a CLOMR is required if a development may increase or decrease the base flood elevation. No, a CLOMR approved by FEMA would be required before a flood development permit is approved with conditions. A LOMR will be required to be submitted to FEMA no later than six months after completion of the the development.


Kauaʻi County

Yes, although they are rare. CLOMRs are required for the following: 1) Proposed improvements result in a Base Flood Elevation (BFE) increase of more than 0.50 vertical feet without a floodway, or any BFE increase greater than 0.00 vertical feet with a floodway. 2) Proposed changes will cause an increase in the BFE where a regulatory floodway has been identified, or an increase of greater than one foot in Special Flood Hazard Areas (SFHAs) where no regulatory floodway has been identified. 3) A proposed project affects the hydrologic and/or hydraulic characteristics of a flooding source, modifying the existing regulatory floodway or effective BFE. Building Permits are not issued prior to CLOMR approval.


Hawai'i County

Yes, a CLOMR is required if a development will result in an increase to the BFE or result in alterations to the SFHA boundaries. Building Permits are not issued and work shall not begin prior to CLOMR approval.
