Are state agencies that apply for a county building permit exempt from having to comply with county floodplain management regulations?

No, there is no exemption if the state agency is applying for a county building permit. But if agency is exempt from county permit requirements by state law, the county will have no authority over the agency.
Maui County
No, there are no exemptions of flood regulations for state agencies.
