About Justin:
Justin (JT) Traylor is a member of the National Flood Insurance Program (NFIP) team within FEMA Region IX’s Mitigation Division, Floodplain Management and Insurance Branch in Oakland, CA. As a Floodplain Management Specialist, he is dedicated to support the communities participating in the NFIP with a focused effort to reduce flood risk and flood damages. His territory assignment includes American Samoa, CNMI, Guam, Hawai’i and he will be assisting with California, Nevada and Arizona. He is eager to partner with communities to strengthen flood resiliency via floodplain management.
Prior to joining the FEMA team in October 2023, Justin served in the US Air Force, most recently stationed at Travis AFB in Northern California where he retired after nearly 22 years of service. Justin spent most of his career as a Security Forces member serving in a variety of roles to include Logistics Superintendent, Operations Superintendent, and Dayshift Law Enforcement and Security Flight Chief. During his time in the Air Force, Justin and his family had the opportunity to travel the world with assignments in Nevada, England, Guam, and Missouri. He earned his bachelor’s degree in emergency management and holds an associate degree in criminal justice. In his spare time, Justin enjoys travel, movies, fitness, and spending time with his family.

State Agencies are required to do what?
Just as each of our four counties are participating communities in the NFIP, the State of Hawai‘i is also recognized by FEMA as a participating community in the NFIP.
“What does this mean?”
This means that the State must also adopt floodplain management regulations for State-owned properties in a Special Flood Hazard Area and develop administrative procedures to administer and enforce state-owned floodplain development.
In 2019, FEMA began a nationwide effort of assessing all states to verify that each state has enabling legislation that demonstrates its authority to comply with 44CFR Part 60 Subpart B (Requirements for State Floodplain Management Regulations). Justin Traylor (FEMA RIX) and Carol Tyau-Beam (DLNR) will explain FEMA’s state assessment process and go over specific requirements that the State of Hawai‘i must address in order to maintain eligibility in the NFIP.
