About Eric:
Eric Simmons is with the Mitigation Division of the Federal Emergency Management Agency (FEMA) in Oakland, CA. His work focuses on the reduction of flood losses to people and the environment due to unwise floodplain development. Flood hazard mapping and other risk analysis work is the primary method of accomplishing this goal.
Eric’s responsibilities include leading flood map projects and program management for mitigation activities in California, Hawai'i, and Nevada involving digital map production, needs assessment for new hazard analyses, risk communication, topographic data, and training on a variety of topics. Since joining FEMA in 2005, Mr. Simmons has also supported disaster recovery operations including the Katrina and Sandy disasters as well as the 2017-2022 California wildfires and debris flow disasters.
Eric graduated with a masters and bachelor’s in civil engineering from the University of Maryland. Eric continues to be passionate on mapping and is excited to continue his career working with local officials and equitably mitigating risk as a Senior Engineer for FEMA Region IX. When he’s not at the office, Eric enjoys the outdoors and travel with his wife and daughter.

– Hawai'i Flood Hazard Mapping Updates
The latest information on FEMA flood mapping will be presented. Eric will provide updates on FEMA’s Risk MAP program, the ongoing update to Oʻahu’s FIRM, as well as existing tool and data. The presentation then moves to FEMA’s initiative on the future of flood data and the Technical Mapping Advisory Council. This includes improved flood insurance rating and floodplain management.
– FEMA Flood Hazard Study for Post Fire Conditions in Lahaina
The 2023 wildfires in Maui County destroyed over 2,200 structures. A burned watershed may experience increased runoff, resulting in increased flooding until the watershed recovers. FEMA is producing advisory hazard mapping to inform rebuilding and promote resilience. This presentation covers the hydrologic, hydraulic, and mapping performed for both the pre-burn and post-burn conditions.
