Meet DLNR General Flood Control Plan Coordinator, Jizella San Andres

Jizella San Andres is a Professional Engineer with a B.S. in Civil Engineering from the University of Texas at San Antonio. She is born and raised in the Philippines, and immigrated to the U.S. with her family in 2010. In the past year, she moved to Honolulu to work at the Hawai'i Department of Health. Now, she is joining our Flood Control/Dam Safety Section at Department of Land and Natural Resources.

Jizella has six years of experience in Civil Engineering, including four years of Hydrology and Hydraulics in the private sector. She has worked on numerous CLOMR/LOMR analysis and reports, culvert/bridge crossing designs, and Storm Water Management Plans (MS4) during her time in the private sector. She also has background in structural engineering and NPDES permitting. She has served as an officer for four years in the American Society of Civil Engineers San Antonio Chapter.

Outside of work, Jizella enjoys beach days, swimming, cooking, film photography, dancing hula, and singing. She loves to spend quality time with family and friends.

Q: Who is your favorite artist?

A: The Foo Fighters! I have loved them since I was a kid. I saw them for the first time in Portugal… I traveled to Portugal just to see them. Sadly, their drummer passed away recently. Still, I am happy I saw them.

Q: What food will you never eat?

A: Bitter melon. They said it will taste better as I get older but it tastes the same as how I first tasted it when I was 8 years old… bitter!

Q: Where in the world do you want to visit the most?

A: Philippines! My cousins, aunts, uncles, and grandparents are still all in the Philippines. I can’t wait to visit them again once the pandemic is over. Also, I never really went to the other provinces that are popular. I would like to visit them and know my home country more.
